AFGE Council 238 was formed to promote a unity of action in all matters affecting the mutual interests of the membership of the affiliated locals within the U.S. EPA.  The Council is run by the membership and an Executive Board that oversees the day-to-day functioning of the Council in between Council meetings.

The Council was formed under the authority of Article XXI Councils of the 2009 AFGE National Constitution.  In accordance with Section 6, the Council has adopted a constitution and bylaws which have been approved by the National Executive Council.  Please click the following link to download a copy of the AFGE Council 238 Constitution By-Laws (10-02-2009).
