Each year in February, the American Federation of Government Employees (AFGE) National Council of EPA Locals #238 gathers in Washington, DC for the purposes of conducting meetings with their local and key Congressional Representatives in order to update them on issues important to its members and the American people. AFGE Council 238's congressional visits coincide with AFGE's annual Legislative & Grassroots Mobilization Conference in Washington, D.C.

In addition, each year in July, AFGE Council 238 sponsors its own Congressional Breakfast in Washington, DC to again apprise key Senators and Congressional Representatives

AFGE Council 238 and its affiliated locals constitute a union of highly dedicated employees working within the U.S. Environmental Protection Agency nationwide. Membership in the Council includes Locals at EPA Headquarters, Research Triangle Park in North Carolina, all 10 Regional Offices, as well as the National Health & Environmental Effects Research Laboratory in Corvallis and Newport, Ore., National Vehicle & Fuel Emissions Laboratory in Michigan, and the Robert S. Kerr Research Laboratory in Oklahoma.
